History
The State Unitary Enterprise of Khanty-Mansiysk Autonomous Okrug – Yugra «Research and Аnalytical Centre for the Rational Use of the Subsoil» was established with dislocation of the main subdivisions in the cities of Khanty-Mansiysk and Tyumen in a period of acute crisis in the oil industry and geological prospecting, by the decision of the authorities of Khanty-Mansiysk Autonomous Okrug, on September 28, 1993.
The main purpose of the Centre establishment is research and analytical and information providing of the state authorities activities in the subsoil using sphere, preparation of comprehensive solutions of subsoil licensing issues, oil industry reserve replacement, control of rational use of the resources of the Okrug subsoil, oriented to the achievement of a balance of interests among government, subsoil users and Autonomous Okrug population.
The first Director of the Centre was Vladimir Ilich Shpilman, he is a great scientist, Doctor of Geological and Mineralogical Sciences, professor, Academician of Russian Academy of Natural Sciences.
The activities of the Centre was supervised by a Supervisory Board, leaded by Vladimir Ivanovich Karasev, the Deputy Chairman of the Government of Autonomous Okrug on the issues of subsoil use and Fuel and Energy Complex.
The basis of the work of the Centre is the following – an wide use of computer technologies for the processing information, creation of local and integrated databases on reservoirs, deposits, reserves, seismic exploration works, exploratory wells, hydrocarbon resources, oil field development, oil production, associated gas useful usage, production infrastructure of oil industry, specially protected natural areas, economics of geological exploration activities and oil industry. The Centre is equipped with a continually upgradable wide range of computer and office machines which includes replicated servers, hundreds of personal computers and workstations, peripheral equipment and multiplying equipment. Licensed software includes ORACLE DBMS, comprehensive lines of processing and interpretation facilities of seismic information Landmark, CGG, software of the raw geological and geophysical data bank Petro Vision, 3D modeling tools Roxar, software of hydrodynamic simulation of development process VIP, Tehshema, economic package EMPSA, geographic information systems Arc View, MapInfo, TNT, software of remote sensing materials processing ErMaper. For solutions of Centre propositions are using new self-invented software as Sigma, GST, Plotlog, most cases excels foreign analogs in some functional capabilities.
There are 15 subdivisions in the Centre structure at the moment, the total employment is more than 240 people, including 13 Candidates of Sciences.
Specialists of the Centre are included in the licensing committee and in the committee of the exploration works; also they prepare materials and participate in complex inspections of licensing agreement implementation by subsoil users.
As a result of the activities, the next issues were created:
- The conception of the works on organization of subsoil exploration and recovery of hydrocarbon resource base in Khanty-Mansiysk Autonomous Okrug;
- The conception and work program for licensing of prospecting fields on the unallocated subsoil fund of KhMAO;
- The program of subsoil licensing for medium-term period; lists, terms and information packs for 120 lots and 10 rounds in total;
- Programs of geological and exploration activities on 86 subsoil fields of the unallocated subsoil fund;
- Great number of databases, including the information about all the important ways of activity of the Resource Management System of KhMAO;
- The monitoring system of production, including monitoring of field certificates;
- The classification system of the development of objects in time, permitting carry out a proximate analysis of the production state;
- The scheme of objects for gathering, processing, transportation of oil and oil associated gas;
- The method of the economic indicator calculation of subsoil field development;
- Technical and economic offering for Yuganskaya depression development;
- Prospective projects of road constructions as Khanty-Mansiysk - Nyagan, Tyumen - Khanty-Mansiysk, and oil pipeline construction West Siberia – Murmansk.
The Centre produces diverse detailed maps for the Government of the Okrug, for oil and service companies are working there.
Including the following maps:
- land use, territories of traditional natural resource use, specially protected natural areas;
- region subsoil structure;
- nature management and production infrastructure;
- subsoil licensing of KhMAO.
Published: the atlas “Geology and oil and gas potential of Khanty-Mansiysk Autonomous Okrug”, the atlas “Specially protected natural areas and woods of KhMAO”, the monograph “Development of oil fields of Khanty-Mansiysk Autonomous Okrug”, atlas “Geological structure and oil and gas potential of the Neocomian complex of Khanty-Mansiysk Autonomous Okrug – Yugra” and so on and so forth.
The Centre publishes the consolidated report «Subsoil use at Khanty-Mansiysk Autonomous Okrug-Yugra» annually and the journal “Subsoil user herald”.
The Centre is an organizer of the annual scientific and practice conference “Ways of realization of oil and gas potential of KhMAO – Yugra” in the city of Khanty-Mansiysk, publishes books of reports.
In 1999 Akhpatelov Eduard Aleksandrovich was assigned the Director of the Centre.
In 2001 The Centre was given the name of the first Director Vladimir Ilich Shpilman.
In 2003 the first-class Core Storage Facility, provided by the latest equipment, began operating in the city of Khanty-Mansiysk. Collecting, storage and core study became possible with the appearance of the Facility.
From 2006 to 2020 the Director of the Centre was Shpilman Alexander Vladimirovich.
Stulov Petr Alexandrovich was appointed temporarily in charge of the Director on March, 2020.
On November 18, 2022, Kopytov Andrey Grigoryevich was appointed director of the V.I. Shpilman Research and Analytical Center for Rational Subsoil Use by order of the Governor of the Khanty-Mansi Autonomous Region – Yugra, Komarova N.V.
